Departmental data request and ownership tracker

Updated: Oct 7
Keep three questions separate when collecting reporting data: has the department replied, does its response cover the request, and has the responsible reviewer accepted the data? This tracker records those steps without turning response progress into a quality score.
The workbook provides a blank 60-row Department requests sheet, an isolated Fictional example and a field dictionary. It suits reporting coordinators working across finance, facilities, EHS, HR and other functions. It does not send requests or reminders.

Define the handover before sending a request
Set the programme, reporting period and fixed as-of date. Create one row for each department, dataset, period and boundary combination. State the expected unit or form, such as kWh, a defined aggregated schedule or a narrative explanation. Assign both the accountable data-owner role and the reviewer role.
Agree what the owner must supply and what the reviewer will examine. The evidence reference should identify a controlled document and a precise record or schedule, rather than a folder that someone else must search. Use aggregated reporting data and role names where personal details are unnecessary.
Move the row through receipt and review
Use Draft while preparing the request. Once actually issued, record Issued, the sent date and the response due date.
Choose Awaiting while no substantive response has arrived. A Partial, Received, Unavailable or Not applicable reply needs its actual receipt date and a source or reply locator.
Record coverage separately as Not reviewed, Matches request, Partial, Different or Not applicable. This is the reviewer’s comparison with the requested period and boundary.
Record the review disposition separately. Starting review requires a review date and a retained review/version reference.
Use Accepted only when the row is Issued, the receipt state is Received, coverage is Matches request and the review record is complete. An unavailable-data explanation is a reply, but it is not accepted data.
Keep a specific next action and date until the request is accepted, documented as not applicable, or withdrawn. Explain partial coverage, unavailable data, mismatches, requested changes and withdrawal.
Fictional example: three replies, one accepted dataset
Four fictional departments receive requests. Facilities supplies the electricity schedule and its review is recorded as Accepted. EHS supplies only part of the water schedule and is asked for missing records. HR replies that the requested aggregated training schedule is unavailable. Finance has not yet replied.
The workbook therefore shows four issued requests, three replies and one accepted data row. The reply rate is 3/4, or 75%. The accepted-data rate is 1/4, or 25%. The HR reply contributes to the first rate and not the second. Neither rate establishes overall reporting completeness, evidence accuracy or performance.
Use the dates and exceptions to decide the next step
Actual sent, receipt and review dates cannot be after the fixed as-of date. Receipt cannot precede issue; review cannot precede receipt. Future due dates and next-action dates are permitted. The follow-up prompt compares the next-action date with as-of and does not contact anyone.
Missing or invalid entries show a specific input warning. Both rates remain blank while any entered row has an input issue, so an invalid row is not silently removed from the denominator. Valid Draft and Withdrawn rows are excluded from issued-request rates. A documented not-applicable response is counted as a reply, with zero accepted data rows.
The Corporate Standard’s inventory-quality guidance describes coordination, review and documentation responsibilities. These ideas inform the workflow context; the workbook’s statuses, rate definitions and acceptance gates are original Nitium working conventions rather than a prescribed regulatory format.
Download and maintain the working copy
The XLSX includes 60 working rows, 15–74. Amber cells are inputs, pale green cells are formulas and dropdown labels are case- and whitespace-sensitive. Missing dates remain blank; a zero is not a substitute date. The workbook has no macros or external connections. Extend all bounded ranges together before increasing capacity.
Calculation, export, reopening and rendered-sheet checks were performed with the artifact spreadsheet engine. A headless LibreOffice import/export check also compared formula cached results for the supplied blank and example states. Desktop Excel/LibreOffice interaction has not been tested. Review the saved file in the application your reporting team will use.
Resolve ownership before chasing another reply
If the same request repeatedly stalls, revisit who holds the source, who prepares the calculation and who can make the review decision. The data-owner guide helps separate those responsibilities.
