Purchased energy and meter register

Keep the energy supply, billing account, physical meter and area served separately identifiable. A bill can retain the same account number while the meter or its coverage changes. This register helps facilities, finance and reporting teams preserve those relationships before a quantity enters a reporting schedule.
The seven-page editable DOCX contains instructions, four reusable blank sheets and a two-page fictional worked example. The matching PDF is for printing. These are manually completed records, with no formulas, macros, unit conversion, automated validation or emissions calculation. The worked example includes the miniature evidence needed to repeat its arithmetic.

Give each identity its own field
Start with a stable supply ID for the energy stream or delivery point you intend to track. Record electricity, steam, heat or cooling as supplied, together with the site, supplier and account. Record separate delivery points or energy streams separately. For a supply without an accessible meter identifier, retain the delivery-point reference and the missing-meter question rather than inventing a serial number.
Keep the physical meter serial and register or channel beside the supply ID. One meter can expose several readings, such as import and export or different tariff registers. Name exactly which reading you use. Keep a replacement meter as a new physical identity even when the account number continues. An internal nickname is an alias, not evidence that two devices are the same.
The meter card also records who confirms the physical coverage, who supplies bills or readings, and who decides an unresolved reporting treatment. Give each owner a precise question. Facilities can explain a coverage change while finance supplies the bill, but neither an account name nor an invoice address proves which spaces a meter served.
Record readings and their effective coverage together
For each interval, retain the start and end reading instants, time zone, unit, register identity, measurement basis and any documented multiplier. State whether the input is a cumulative counter, an interval quantity or a billed quantity. The form has separate fields for each route; do not subtract two monthly consumption quantities as if they were counter readings.
The UK Office for Product Safety and Standards distinguishes bills based on actual readings from those based on estimates. That distinction supports recording the reading basis explicitly. Its consumer guidance applies to Great Britain; it does not prescribe this register or establish reporting requirements elsewhere.
Write actual, supplier-estimated, internally estimated or unresolved beside each input, with its source reference. A later actual record does not silently erase an earlier estimate. Retain both versions, identify which one is selected and link the change to the affected interval. If a reading is unavailable, leave the quantity unresolved unless a separately approved method provides an appropriate estimate.
For cumulative readings, first confirm that the endpoints belong to the same device and channel, use compatible units and have the necessary multiplier information. A replacement, rollover, reset or unexplained decrease needs its own evidence. Do not infer a reset or add an assumed counter capacity simply to obtain a positive result. Technical interpretation belongs with the authorised meter or supply specialist.
Record physical coverage as a dated relationship. State the spaces and services included, any known exclusions, the evidence version and its effective start and end. When coverage changes, close the previous interval and add a new one. Retaining the same account, supplier or meter nickname does not make the old coverage statement valid indefinitely.
ENERGY STAR Portfolio Manager identifies missing dates and overlapping bill dates as separate data issues. Its help also distinguishes meter identifiers and the areas served. This is narrow context for keeping those questions visible; the downloadable register does not implement Portfolio Manager or provide its automated checks.
Replay a replacement with a coverage change
All names, records, dates and values in this case are invented. Supply SUP01 at Birch Block retains account AC01 throughout September 2026. Meter MX1 operates until 16 September at 00:00 IST, when MX2 begins. The change record documents both readings at that instant. Each segment uses an import-only cumulative kWh channel, multiplier 1 and no rollover or reset within the segment.
MX1 rises from 12,400 to 12,880 kWh, giving 480 kWh for 1 September 00:00 to 16 September 00:00. MX2 rises from 25 to 745 kWh, giving 720 kWh from that change instant to 1 October 00:00. The two segments sum to 1,200 kWh, matching the supplied September account statement. Subtracting MX1’s starting counter from MX2’s ending counter would combine different devices and produce no valid consumption figure.
The physical coverage also changes at the replacement. Coverage note CV1 says MX1 served Unit A, Unit B and common lighting before 16 September. CV2 says MX2 serves Unit A only from that instant. The fictional reporting request RV1 covers electricity delivered to Unit A’s premises for the full month and expressly excludes common lighting. No other Unit A supply is present in the stipulated case.
The later 720 kWh is supported for Unit A. The earlier 480 kWh is supported for the shared connection, but the records do not split it between Unit A, Unit B and common lighting. The full-month Unit A quantity therefore remains unresolved. The 1,200 kWh account sum is valid for the two documented supply segments; it is not a constant-coverage whole-building total or a supported full-month Unit A figure.

The register records two separate outcomes: the account arithmetic reconciles, and Unit A’s first-half allocation remains open. It neither assigns all 480 kWh to Unit A nor treats the missing allocation as zero. Action X1 asks the designated coverage and method owners for the evidence and decision needed to address that interval.
Test the record before handing it over
Try the three failures included in the download. Remove MX1’s closing reading: its segment cannot be reconstructed from the remaining counter records. Remove CV2: the later quantity can still be replayed, but its Unit A coverage is unconfirmed. Finally, label the entire 1,200 kWh as Unit A: the arithmetic remains unchanged while the coverage conclusion becomes unsupported.
Check the selected intervals as an ordered timeline. In the fictional case, the first interval includes its start and excludes its end; the second begins at that same end instant. That convention avoids a duplicated or omitted change instant. In real bills, establish the supplier’s meaning for start and end dates before making an interval comparison. Do not assume that matching date labels always mean matching measurement boundaries.
On the final review sheet, separate the quantity check from the coverage decision. State the exact register version, purpose, selected input IDs and unresolved intervals. Record whether the recipient may use a complete quantity, a clearly labelled partial quantity or only an unresolved record. A partial-period quantity must retain its dates when it leaves the register.
For thermal energy, retain the supplier’s delivered quantity and stated basis, or reference the specialist calculation that derives it. This pack does not convert steam mass, temperature readings or equipment capacity into energy. Keep renewable attributes, emissions factors and contractual eligibility decisions in their appropriate separate records.
Use the register alongside the wider workflow
The purchased-energy evidence guide explains how to collect supply records. The data-owner handover guide helps assign the questions to people who can resolve them. Use the shared-meter guide when an allocation needs a documented method. This register supplies the reusable identity, interval and coverage records for that work.
